phppgadmin installs duplicate files in different directories on Ubuntu 13.10 (saucy, amd64):
- /etc/apache2/
- /etc/apache2/

it affects me too. phppgadmin to the conf-available/ phppgadmin. conf and fixed symlink accordingly.
I've manually copied the file phppgadmin from conf.d to conf-available, and made a symlink to it from conf-enabled, but it did not works till I've renamed the conf-available/
There were no duplicate file in the conf-available because I've upgraded to 13.10 with phppgadmin already installed.
