software-center does not give any error when software-updates is locking the package manager

Bug Description
The following situation shall be given:
The Ubuntu software-updates dialog is waiting for the user to start the upgrade-process but the user does not take notice of the dialog.
Problem:
The user downloads a 3rd-party software package (like e.g. google-earth) from the web and chooses to open the package using the software-center from within the webbrowser - which is the default action in firefox - the software-center will present the user with the "Install" button. Upon clicking the button the installation seems to start but silently fails without giving any error or reason to the user. In fact, the software-updates dialog is blocking the package-manager.
However, a normal user shouldn't need to know or even care about this. A simple message like "Please install the pending updates first" would solve the problem.
