What's New section: Stop multiple magazine issues clearing out new software releases

Bug Description
A new game called Oniken was released to the Software Center. After a short time in the "What's New" section, a bunch of issues of the same magazine came along and cleared out all the genuine software. The Oniken title has a lesser chance of being seen by Ubuntu users as a result. Also, the entire "What's New" section now only has various issues of the same magazine in it (unless you click "More").
What should happen: A particular magazine should only be allowed *one* slot of the eight or ten available on the home screen of USC. If new issues are released while a prior one is still in the What's New section, it should replace it, not get added and flood the area.
The "What's New" area is very important for new titles. For purchased software, I have discovered them either in that section or in the advertising banner above. Implementing a solution like above would be much fairer to publishers trying to get the content (software or magazines) displayed to new users.
Here we can see that the game would be displayed if not for the flood of magazine issues.
