Empty "Previous Purchases" screen is unedifying

Bug Description
Ubuntu Software Center 5.4.1.2, Ubuntu 12.10
1. If bug 1020118 has been fixed, sign out of USC. Otherwise, create a new Ubuntu user account and log in to it.
2. In USC, choose "File" > "Reinstall Previous Purchases".
3. Sign in with an account that has not made any purchases.
What happens:
* The "Previous Purchases" screen appears empty.
* Despite that, it has a useless sort menu.
What should happen:
* The "Previous Purchases" screen appears with an explanation -- something like "No purchases are recorded for this account" -- and a link to sign in with a different account.
* There is no sort menu.
