Bug Description

During package installation on Ubuntu 20.04, softhsm2-common fails due to missing groupadd command.

[199/266] installing softhsm2-common-2.5.0-1build1
/var/lib/dpkg/info/softhsm2-common.postinst: 17: groupadd: not found
dpkg: error processing package softhsm2-common (--install):
installed softhsm2-common package post-installation script subprocess returned error exit status Errors were encountered while processing:
  softhsm2-common

If `passwd` package is expected to always be in the runtime environment and doesn't have to be explicitly listed as a dependency, this issue can be closed.

The described issue manifested in Open Build Service when `passwd` wasn't part of the Ubuntu 20.04 buildroot - this has been changed since.
