[UVFe] Please sync sobby (universe) from Debian unstable (main)

Binary package hint: sobby

To fix #114023 for Gutsy sobby should be granted an upstream version freeze exception. The fix for this problem is the only change upstream, it introduces a new configuration file option. To update the package Ubuntu simply needs to sync the package from Debian.

Please sync sobby (universe) from Debian unstable (main).

Please keep in mind that I am not an Ubuntu developer and cannot follow up the sync. So it would be nice if you could subscribe ubuntu-universe-sponsors or ubuntu-archive to the bug if the exception is accepted (I am not used to your procedures).
