Autopkgtests for snapd fail on riscv64 because the test-snapd-sh snap is missing in the snapstore.

Given that test-snapd-sh is based on core and core just does not support riscv64, we might need to update tests to refrain from using test-snapd-sh and separately move test-snapd-sh to arch-all (small win, doesn't change the big picture).
