snapd takes 90 seconds to shutdown

Bug Description

Hello, snapd appeared to take more than 90 seconds to shutdown when I shut down my laptop just now. This appears to be two problems:

- perhaps snapd needs some internal timeouts, or tighter internal timeouts, for whatever operations were giving it trouble

- definitely systemd needs a much shorter timeout for snapd and maybe everything. When people are turning off their machine they don't always have ninety seconds to wait. I expect five and I'd understand ten. Ninety is mean.
