snap incorrectly reports all snaps up to date

Bug Description
snap refresh lists all pacakges as being up to date if the app (firefox) is open.
If I close firefox, then suddenly snap says it requires an update.
it'd also be nice if snap would remove the notification in KDE that firefox needs to be updated after running the update, but that's probably out of scope.
snap ideally would say "firefox has a pending update, but must be closed first"
