"All snaps up to date" message event if snap held back.

When running "sudo snap refresh" some snaps like Firefox may not be refreshed because they are running.

But the command line output is still "All snaps up to date."

I would expect that the command lines shows a message like:

Snap Firefox held back. Please, close the snap and retrigger refresh.

I've also noticed this behavior. The suggested change sounds good to me (though I have no idea how easy or hard it would be to implement).
