seeds.yaml needs updating in cosmic in order that all snaps are initialised

Bug Description

On boot the contents of seeds.yaml are:

 cat /var/lib/snapd/seed/seed.yaml
snaps:
  -
    name: core

but the available snaps are just:

(I don't think that the calculator is usable anyway)

If the contents of seeds.yaml are re-ordered so that gtk-common-themes is initialised much earlier then the available snaps are (once the snap services restarted):

This is obviously what is intended to be the default snap installation.

This is a follow up to bug 1772844 which implies that the issue has been addressed but is still a problem in the daily cosmic ISOs.
