I think you may need --classic, and if that solves it, please update the
bug to be that the error message should indicate that you need --classic.

Can you attach the output from these commands, please:

  snap --version
  sudo snap install --classic conjure-up

It sounds to me like you may have an old version of the snap command and
snapd service.

OK, there is your problem :) If you are on Ubuntu, try this:

  sudo apt update
  sudo apt-get dist-upgrade

Then see if you have 2.23 installed, using 'snap version'.

I try
sudo apt update
sudo apt-get dist-upgrade
still says 'snapd is already the newest version (2.0.2)' for 16.04 LTS

Do you have `xenial-updates` enabled? Can you paste `/etc/apt/sources.list` please?
