Bug Description

Limit the number of retries for the ubuntu-core -> core transition to fix possible store overload.

[Impact]
 * We see very high load on the store, the theory is that the ubuntu-core -> core transition triggers that so we restrict it to a limited number of retries. See also #1665745

[Test Case]
 * none, we need to see the graph data from the store

I installed snapd 2.22.2 in my trusty, xenial and yakkety kvms.
Then I enabled -proposed, updated snapd to 2.22.3 and did a little exploratory on the machines:
install, run, refresh various snaps.

I didn't find any problem, so I'm going to mark this bug as verified.
