cannot run snaps

Bug Description

$ sudo /snap/bin/ubuntu-device-flash --verbose core 16 --channel edge -o xenial_core_amd64.img --developer-mode --gadget=pc --kernel=pc-kernel --os=ubuntu-core --size=5
cannot bind mount /dev to /tmp/snap.rootfs_oKIcc0/dev. errmsg: No such file or directory

 $ snap list
Name Version Rev Developer Notes
ubuntu-calculator-app 4 ubuntucoredev broken
ubuntu-core 48 canonical broken
ubuntu-device-flash 10 9 canonical devmode

I have no idea what happened that it says "broken" in the Notes.

FYI: the core snap referenced here has no /dev directory. I have no idea how this happened but it is a data issue (snap confine fails to start because the core snap lacks essential directory).

well, revision 48 must be from very early days (we are at 408 currently) sadly the store doesnt allow me to get to the upload of revision 48 anymore (trying to open the page times out permanently) but i would suggest to do a full reset of the setup to get some more recent ubuntu-core version.
