Sideloading a project having confinment: devmode in snap.yaml without --devmode should raise a warning

Bug Description
We get some developers who thought that putting " in snapcraft.yaml was enough to have your snap installed in devmode on user's machine.
I still think it's valuable to install those snap in non devmode, especially for developers, however, a warning when installing without --devmode if "confinment: devmode" is set in snap.yaml would help debugging and being aware of those kind of issues.
