Bug Description
When using snap try it is possible to install a snap without installing the ubuntu-core snap on a clean system i.e. no snaps installed. Usually when using snap install for the first time the ubuntu-core snap is automatically installed and this should be the case for snap try as well.
Steps to reproduce:
1) Have a clean system without any snaps
2) snap try prime on any local snap
Expected behaviour:
snap try will detect that no ubuntu-core snap is installed and automatically install it for you.
Actual behaviour:
No ubuntu-core snap is installed.
