doInstall treats local file as snappy package but forget to check whether it is a dir

Bug Description

do `ubuntu-device-flash --oem blahpackage` and if you current dir has one dir named blahpackage, this dir will be treated as a snappy to be verified by debsig-verify, this leads to a fail.

snappy (from Debian) is a fast compression/decompression library https://github.com/google/snappy
