Bug Description
So ... this isnt completely triaged yet. Here is what I observe so far: LibreOffice builds with full l10n sometimes gets stuck in ways they dont when building on a plain Ubuntu 16.04.
The stuck state is as follows:
- make doesnt create new jobs
- make has no child processes
It appears that make doesnt notice jobs have finished and that it should start new jobs. I assume this is hitting LibreOffice harder than other builds as we have > 100.000 targets even without l10n -- and probably a few 100.000s more with l10n.
