python3 plugin produces binaries with bad hash bang paths

Bug Description

I'm trying to use snapcraft and its python3 plugin to produce a snap
for http-prompt¹ and the binaries in the snap
(e.g. usr/bin/http-prompt) end up looking like this:

| #!/home/james/http-prompt/parts/http-prompt/install/usr/bin/python3

which obviously doesn't work when the snap is installed.

This is snapcraft 2.11 on Ubuntu 16.04, FWIW.
