snapcraft should use /sbin/modprobe

Bug Description

Environments that do not have /sbin in $PATH fail when cross compiling.

For example, when building a kernel:

snapcraft -d --target-arch=amd64 snap
....
modprobe -n --show-depends -d /home/rtg/ubuntu/unstable/parts/kernel/install -S 4.6.0-xenial_generic+ squashfs
/tmp/tmphvf6blez: 5: exec: modprobe: not found
