I've did a test-build of v1.7.0 on different architectures that is available here:
https://launchpad.net/~fheimes/+archive/ubuntu/lp1959428
and attached a debdiff for the version bump ...

This bug was fixed in the package smc-tools - 1.7.0-0ubuntu1

  * New upstream release. LP: #1959428
  * All existing quilt patches could be removed,
    since they are all incl. in v1.7.0.
