I got this when using a password generator and coping the password the wrong way - so in fact it was trying to set the password to "********************************" instead of a line noise password. I'm glad it gave an error rather than letting me set such a weak password. I've tried with various more secure passwords and it worked fine every time. So it looks like this is actually a really obscure error message for "your password is too weak"
