cannot start slurmd in "configless" mode

Bug Description

On Ubuntu 22.04.4 LTS, after installing slurmd 21.08.5-2ubuntu1, slurmd service cannot be started in "configless" mode (as described in https://slurm.schedmd.com/configless_slurm.html), because the service fails at condition check:

Condition: start condition failed at Mon 2024-04-08 09:47:28 CEST; 1s ago
           └─ ConditionPathExists=/etc/slurm/slurm.conf was not met

I think the slurmd.service unit should not have this line, since not having a local configuration is possible in configless mode:

"ConditionPathExists=/etc/slurm/slurm.conf"
