cant set options in /etc/default/slurm-llnl to use in /etc/init.d/slurm-llnl

Bug Description
I tried setting the option SLURMD_OPTIONS="-n 5" to control the slurmd daemon in the file /etc/default/
It was not passed properly through the script /etc/init.
I have included an ammended /etc/init.
My workstation was upgraded from 12.04 and is currently running 14.04
Other machines running 14.04 in our facility have the same problem.
