starting skycat fails: ... cannot open shared object file

Bug Description

$ skycat
Error in startup script: couldn't load file "/usr/lib/skycat/": cannot open shared object file: No such file or directory
    while executing
"load /usr/lib/skycat/ Skycat"
    ("package ifneeded Skycat 3.1.2" script)
    invoked from within
"package require Skycat"
    (file "/usr/share/skycat/skycat3.1.2/main.tcl" line 7)

Library is not included in skycat package:

$ dpkg -L skycat | grep -i librtd | wc -l

but in the Debian version you find See

This bug was fixed in the package skycat - 3.1.2+starlink1~b+dfsg-4

skycat (3.1.2+starlink1~b+dfsg-4) unstable; urgency=medium

  * Update VCS fields to use salsa.d.o
  * Fix string handling bug in RTD. (Closes: #888776) (LP: #1746071)
  * Push Standards-Version to 4.1.3. Change d/copyright format URL to https
