scim panel stuck in gtk, cannot switch back to scim-panel-kde

Bug Description
Scim panel is stuck in scim-panel-gtk mode. Scim panel opens different configuration windows in gtk and kde mode. Unlike the kde configuration window, the gtk window does not appear to have a method to switch back and forth. Deleting ~/.scim is not a fix. Reinstalling does not help. Also, uninstalling scim caused my computer to be unusable (all text based applications hang on startup.) killall scim-panel-gtk && scim-panel-kde will simply reload the gtk panel.
To reproduce: go into the kde configuration window and switch the scim panel to gtk. Then close the window, reload scim, and observe that it is now in gtk mode. Then right click on the scim icon in the system tray, and chose scim-setup. Observe that under "Panel" there is only one option: GTK. There is no method to return to kde.
I may have found a fix for this: killall scim-panel-gtk scim-launcher && scim-panel-kde
then go to the configuration window (now kde) and switch to kde.
