Cannot install shutter in Ubuntu 18.10

Bug Description
Unfortunately the best screenshot tools there is cannot be installed in the latest Ubuntu (18.10). I installed the latest and for some reason, the .deb file fails to install (it is not in the PPA yet for this version of Ubuntu.
