shutter appindicator disappears in bionic, worked in artful

Bug Description
After upgrading to bionic, suddenly I know longer have an appindicator for shutter at the top of the screen on one of the machines I updated.
However, on another machine I upgraded, the appindicator is still there.
This appears to be because the latter machine has libgtk2-
That package was available in artful but apparently has been removed in bionic?
How do I get my shutter appindicator back? And I think this qualifies as an upgrade regression.
