shorewall ignores local configuration when reading remote configuration

Bug Description
The configuration in a local "shorewall.conf" file is ignored when using "shorewall load / reload" while checking the remote configuration with "shorewall-lite show config".
In line 1347, the function "rsh_command" is called, but the configuration is read later in line 1376.
I attached a patch that moves reading of the local configuration before the call to rsh_command, which fixes the problem for me.
Depending on the local configuration, this might be a security problem, as the wrong remote configuration is used.
