shorewall fails to restore ipsets

Despite SAVE_IPSETS=Yes in /etc/shorewall/shorewall.conf and SAVE_IPSETS="ipsets"
in /etc/default/shorewall-init ipsets are not restored on shorewall restore or shorewall start, regardless of the way this command is called (shorewall cmd, service shorewall start, /etc/init.d/shorewall start or /etc/init.d/shorewall-init start)

The ipsets are save however. e.g. cat /var/lib/shorewall/restore-ipsets

create ipsec-peers hash:ip family inet hashsize 1024 maxelem 65536
add ipsec-peers x.x.x.x

This has been reported a year ago (see http://permalink.gmane.org/gmane.comp.security.shorewall.devel/4065 ) but it seems no bug has been filed, nor has the problem been removed.
