Please split numix-gtk-theme into a separate source package

Bug Description
It doesn't make sense for one source package to bundle two different themes with two different upstream maintainers.
It is confusing when someone has to report a bug like bug 1586691 which may very well be fixed for numix soon but may take longer for greybird.
Also, the version numbers appear to be being increased without any clear rationale.
The latest upstream releases are:

Numix 2.6.0 (June 2016)
Greybird 1.6.2 (September 2015)
Actual Ubuntu version: 2.1.2
In conclusion, I think we should have a separate source package: numix-gtk-theme with a version number 2.6.0-0ubuntu1. shimmer-themes can still depend on it if desired.
