GTK2 tooltips are invisible in Kubuntu when using the Orion GTK2 theme

Bug Description
When I use Inkscape or GIMP with the Orion GTK2 theme, the tooltips are invisible. See the attached image. If I change the theme to 'oxygen-gtk', I can now see the tooltips. FWIW, I'm running KDE 5 under Kubuntu 15.04, which seems to use the Orion GTK2 theme by default.

Just fyi, the Orion theme is currently unmaintained so don't expect any bugfixes from our (shimmer) side for it.
