jammy machine running shim.previous instead of latest

Bug Description
My ESP shim is previous, but I expected for it to be latest
# find /boot /usr/lib/shim/ -name 'shimx64.efi*' -o -name 'BOOTX64.EFI' | xargs sha256sum | sort

And i cannot tell why this is the case, when I don't believe i have anything unrevoked on my ESP.
Is there a way to troubleshoot this?
