I also have this with a server that I have to boot with "noefi" because the latest kernel won't boot on it. The system is a MacPro 2009, even with upgraded 2010 apple firmware the kernel will lock-up while loading unless I set noefi in the kernel cmdline.

Unfortunately, the attached logs don't include any output from the installation of the shim-signed package which would tell us why the package failed to install. If you have further logs under /var/log/apt which show the failure to install this package, please attach them to this bug.

For mine it's because of the noefi kernel param:

Setting up shim-signed (1.34.9.1+13-0ubuntu2) ...
Installing for x86_64-efi platform.
EFI variables are not supported on this system.
