This is reported as an upgrade of the shim-signed package; you previously had shim-signed 1.33.1~ 17.10.1+ 13-0ubuntu2
installed from Ubuntu 17.10, and are upgrading to version 1.34.9+13-0ubuntu2 in Ubuntu 18.04. But the errors in your report show that the system has no /boot/efi partition mounted, and efibootmgr does not detect this as a UEFI system. Why did you have the shim-signed package installed?
