Unfortunately, the logs in your bug report do not show the nature of the failure. The dpkg term.log says:

Log started: 2017-07-20 23:35:56
Log ended: 2017-07-20 23:36:39

and the history.log says:

Start-Date: 2017-07-20 23:35:56
Commandline: apt-get --no-upgrade -o Acquire::gpgv::Options::=--ignore-time-conflict -y install grub-efi-amd64-signed

Upgrade: grub-common:amd64 (2.02~beta3-4ubuntu2, 2.02~beta3-4ubuntu2.1), grub2-common:amd64 (2.02~beta3-4ubuntu2, 2.02~beta3-4ubuntu2.1)
Error: Sub-process /usr/bin/dpkg returned an error code (1)
End-Date: 2017-07-20 23:36:39

If this problem is reproducible with 'dpkg --configure -a' or 'apt -f install' from the commandline, we would need to see the output in order to understand this bug.
