Sorry that I'm responding rather late :D Yes, I still have the problem, though it doesn't really cause any inconvenience, but still it's a bit annoying. After any "sudo apt-get install[remove] <programme>" I get this error:

Setting up ntp (1:4.2.4p6+dfsg-1ubuntu5.1) ...
useradd: cannot lock /etc/passwd; try again later.
adduser: `/usr/sbin/useradd -d /home/ntp -g ntp -s /bin/false -u 114 ntp' returned error code 1. Exiting.
chown: invalid user: `ntp:ntp'
dpkg: error processing ntp (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 ntp
E: Sub-process /usr/bin/dpkg returned an error code (1)

The root of the problem is:

useradd: cannot lock /etc/passwd; try again later.
