lastlog does not capture all logins

Bug Description
My system does not capture all logins in lastlog.
In particular ssh logins are not captured.
Some users stay stuck at "**Never logged in**"
It is very similar to bug #271049 , but that one is over 10 yrs old.
Might be related to /etc/pam.d and pam_lastlog.so, but I don't know enough about that.
