Bug Description
I think I first got this error when trying to install software through the App Store and also through the terminal. Then I ran "sudo-apt-get upgrade -Y" and my installation went smoothly. However, I got this error again when I restarted my system.

Thanks for the information. If we understand right, your next
sudo apt-get update
sudo apt-get dist-upgrade
should succeed. I will mark this 'invalid' because it is not actually due
to the shadow package itself. If you continue to have a problem, please
reply here.

Could you try:
sudo dpkg --configure login
and see whether that solves the problem?
