is it really necessary to promote the complete sendmail code? could the libmilter code splitted out into its own source and sendmail b-d on it?

I would guess it's possible, but I don't think it is the best approach. I did discuss this with pitti on IRC and he thought it would be the best way to do it.

We would have to essentially repackage libmilter from scratch as nearly as I can determine and would always run the risk of sendmail and libmilter being out of sync. It would cause a significant maintenance burden both for core-dev and motu.

I don't really like having the entire sendmail source in main either, but the only alternative for us would be to maintain both the upstream and the packaging split-out on our own, which is painful.
