selinux won't install after upgrade from 8.04 to 8.10

Bug Description

Binary package hint: selinux

During cleanup phase of upgrade, got message something like:

Could not install SElinux...upgrade will continue but selinux may not be in a working state.

later error message:

sub process pre-removal script retunred error exit status 127

and later again

error during commit installArchives() failed

Attempts to fix selinux install using update-manager seem to fail in a similar (not identical) manner, with indication that a package is broken.

/var/lib/dpkg/info/selinux.prerm: 55: /etc/init.d/selinux: not found

dpkg: error processing selinux (--remove):

 subprocess pre-removal script returned error exit status 127
