Bug Description
Binary package hint: seahorse
I have a Ubuntu 8.10 machine set to Chinese, /etc/environment as follows:
PATH="/
LANGUAGE=
LANG="zh_HK.UTF-8"
If I change the login language in GDM to English, login and initiate a ssh connection I am prompted in Chinese not English.
Everything else is in English, environment variables are set correctly by GDM:

thank you for your bug report, the issue is not confirmed there though, are you sure you use seahorse for those dialogs?
