Without seahorse-plugins being installed one cannot access /usr/bin/seahorse-preferences which allows the ability to change the following settings:

default encryption key
whether to include oneself automatically as a recipient when encrypting
whether PGP passphrases should be remembered
how long passphrases should be remembered
whether passphrases should be cached
whether an icon should be displayed when passphrases are in memory

These are all important settings that one should have access to in a default install of Ubuntu. This used to be the case in Hardy and Intrepid (I don't about Jaunty as I could not use it). Currently in the Karmic Beta official release version the user must manually install seahorse-plugins instead of finding these options in SYSTEM>PREFERENCES>ENCRYPTION AND KEYRINGS like previous versions of Ubuntu.

Please re-add seahorse-plugins back into the default install of Ubuntu.
