When using seahorse's applet to sign a message, it asks for my passphrase even if the passphrase is remembered in cache. The nautilus plugin and evolution both use the cache properly, and the cached key is visible in the cache info applet.
I have gpg 1.4.9 installed, but not gpg2 or gpg-agent. Attached is a screenshot of evolution using the cache, and seahorse's applet failing to.

I concur about this bug. It seems it plagues both seahorse plugin for gedit and the clipboard applet for gnome-panel.
Whether the passphrase is in the cache or not, the user is asked to type it directly: there is no dialog asking for access to the passphrase cache as is happening with the nautilus plugin.
In all cases, the seahorse-daemon process is launched in the background after the first usage of a seahorse plugin; the seahorse-agent has always been running in the background from the gnome session startup time; the notification area icon is showed only after the evolution or nautilus plugin usage.
