Installing Language from System -> admin no longer works OOTB

Bug Description
Binary package hint: scim
In all previous releases of Ubuntu since 7.04, going to System-> Admin -> Language support was sufficient to install a language. This is no longer the case in Karmic. If you go to the language settings, and install Telugu or Hindi it does not function, if you do space+cntrl it's supposed to bring up the scim bar and let you choose, this is not working because all dependencies are not being installed. After much searching I found these dependencies:
scim-m17n m17n-lib-bin m17n-db scim-bridge-
once I installed these I had to go back into the language settings and change the keyboard input method to scim.
Before all of this was automatic, I have no idea what package fixed the problem, I just installed all of them, changed the input method and restarted and now it's functioning.
