Can't switch input language

Binary package hint: scim
I have configured Chinese as a second language using Administration > Language Support and enabled the "use input method engines ..." option but so far I have been unable to switch to Chinese.
According to some information I'm reading on the web I should have a keyboard icon on my bar at the top of the screen. I don't see the keyboard but there is a keyboard preferences applet which displays "USA" on the toolbar. I can right-click on this and click Groups which opens a sub menu showing "USA" and "China". Clicking "China" has no effect.
Also the keyboard shortcut for switching (ctrl-spacebar) has no effect.
I've tried uninstalling scim and then specifying Chinese again but this didn't help.
I'm running ubuntu 9.04.

I wanted to note that I've upgraded to the 9.10 beta but the problem is still there.
