Bug Description
Binary package hint: scim
The Min-nan locale is nearly ready for release. Along with it, there
should be an SCIM input method for the Latin-script orthography
Peh-oe-ji, which should be installed by default if the Min-nan locale is
selected. The OpenVanilla project already has the relevant data files
to enable this.

I don't think Ubuntu will fix this. Your best bet is to talk the scim devs directly.
