SCIM only available for administrators

Bug Description

On a desktop where only one users is assigned with administrator rights and others as normal desktop users :

- administrator setups scim and confirmed that switching to and input in other language (e.g. chinese, japanes) is enabled
- however, when other users login their account, switching to and input in other language is not possible.

- Normal users can only input in other language by changing them temporary to administrators and setup scim.
- Then change their profile back to normal user to enable them using scim successfully.

Usage of SCIM should be available to all users when the administrator has setup the system to enable input in other language.
