Bug Description

Hello.
I'm dvorak layout user on GNOME. And I'm using SCIM to type East Asian languages.
In default setting, SCIM doesn't works rightly on dvorak layout.
To use SCIM on dvorak layout, I should open 'SCIM Input Method Setup' window, and change Keybroad layout setting to Dvorak. So it works on GNOME programme, but it still doesn't work on KDE programme.
I'm just tested with Korean language. So I'm not sure other keyboard layout on SCIM also has this problem.

----
I also tested with KDE in Kubuntu. It has same problem. I cannot type rightly in Kubuntu with Dvorak layout keyboard.

Most likely nobody among Ubuntu developers knows how to fix it. I
suggest you to bring this bug up in the scim upstream mailing list or
bug report system.

I tested other keyboard layout than Korean Hangul, and I found that all keyboard layout in SCIM has this bug, except some Latin alphabet based input system.
So I expect this bug will block to use Kubuntu with dvorak layout toward many people worldwide.

I just installed Kubuntu, and I succeed to install skim and scim. But I cannot input Korean language. Because of this bug. I should remove Kubuntu now. I cannot understand that why this bug is not fixed yet. Is there are no Asian who use KDE and Dvorak layout?
