The developers at Scilab may need additional information from you. It might be helpful to run "sudo apt-get install python-launchpadlib" then run "apport-collect 1013856" to have your computer automatically send helpful files for review to the Scilab developers.

Ubuntu 13.10 64bits, when trying to install "scilab", says (in French):

Les paquets suivants contiennent des dépendances non satisfaites :
scilab : Dépend: scilab-cli (>= 5.4.1-1~exp1) mais ne sera pas installé
Dépend: scilab-full-bin mais ne sera pas installé
E: Impossible de corriger les problèmes, des paquets défectueux sont en mode « garder en l'état ».

I'm having the same problem, but it's installing packages on Ubuntu 16.04, having no relation to 12.04, as I did a fresh install.
I'm having the problem with Google Chrome, Ubuntu Tweak, Kompozer, and a few others. Those were just the ones that I remember.

For Ubnuntu 16.04, for this situation the package system is probably broken, or Jason, you may have to uninstall some packages. Generally, sudo apt-get install -f this command should resolve the problem of unmet dependencies.
-f, --fix-broken Fix; attempt to correct a system with broken dependencies in place. This option, when used with install/remove, can omit any packages to permit APT to deduce a likely solution. If packages are specified, these have to completely correct the problem. The option is sometimes necessary when running APT for the first time; APT itself does not allow broken package dependencies to exist on a system. It is possible that a system's dependency structure can be so corrupt as to require manual intervention (which usually means using dselect(1) or dpkg --remove to eliminate some of the offending packages)
If not, try
sudo apt-get install aptitude
sudo aptitude install <package-name>
and the problem can be solved.

The general idea of this problem is different versions have different packages. Generalizing the package versions for different versions of the operating system, might be a useful solution.
